A Review of Environmental Factors (REF) was prepared for the St Marys Car Park to obtain planning approval for the project and placed on public display from 12 August to 9 September 2009. Feedback was invited from the community and key stakeholders. The REF included:

• background information and description of the works
• an assessment of the potential environmental impacts of the project
• measures proposed to minimise and manage potential impacts of the project.

At the conclusion of the public display period on 9 September 2009, all issues raised in feedback were considered by TIDC. A Determination Report was prepared that responded to the issues raised and outlined proposed changes to the project that resulted from the feedback.
